The CompeteFor criteria are supergeneric, contractors just fish through the entries and use who they were going to use anyway.” He added: “We have seen opportunities appear on CompeteFor after we have lost out on them – and we are talking contracts worth millions of pounds.” Another firm, which said it had experience on the 2008 Beijing Olympics and 2010 Vancouver Winter Olympics projects, said: “How we were not shortlisted for some of these opportunities in London 2012 is beyond belief. “I am disheartened by [the system] – is it just luck whether you get the chance to bid?” Ms Stuart said that in one case up to 200 bidders had scored 100 per cent on CompeteFor, so the client chose five at random to tender. The ODA has more than £1 billion of construction work yet to hand out for the Games. With the main structures developing at pace, a deluge of Tier 2 contracts is expected to hit the market in the next month or so. A total of 10,000 Olympics contracts are expected to pass through CompeteFor, and more than half of these are yet to come. About 150 Tier 2 deals are expected on the Athletes Village alone. Carillion is expected to place 14 contracts on the portal for the Media Centre; Sir Robert McAlpine is anticipated to have 16 for the main stadium; and Balfour Beatty is forecast to put 11 packages out on the Aquatics Centre. As procurement of specialist contractors for the Olympics project reaches a crescendo, Olympic Delivery Authority head of procurement Morag Stuart faced a barrage of anger from subcontractors at a briefing last week.

Bidders said so many firms were able to score maximum marks through CompeteFor that main contractors were often reduced to picking a shortlist at random.

Other complaints included that contracts disappeared after expressions of interest were submitted, and were even re-advertised after a competition had closed.

One told her: “I’ve come across opportunities on CompeteFor that are empty shells. They are posted, we respond, then two weeks later we get an email saying we didn’t make them – but there was never even any information about what they were.”

Another said: “We have had a lot of bad experiences. The CompeteFor criteria are supergeneric, contractors just fish through the entries and use who they were going to use anyway.”

He added: “We have seen opportunities appear on CompeteFor after we have lost out on them – and we are talking contracts worth millions of pounds.”

Another firm, which said it had experience on the 2008 Beijing Olympics and 2010 Vancouver Winter Olympics projects, said: “How we were not shortlisted for some of these opportunities in London 2012 is beyond belief.

“I am disheartened by [the system] – is it just luck whether you get the chance to bid?”

Ms Stuart said that in one case up to 200 bidders had scored 100 per cent on CompeteFor, so the client chose five at random to tender.

The ODA has more than £1 billion of construction work yet to hand out for the Games. With the main structures developing at pace, a deluge of Tier 2 contracts is expected to hit the market in the next month or so.

A total of 10,000 Olympics contracts are expected to pass through CompeteFor, and more than half of these are yet to come.

Crossrail discourages suicide bidding

Crossrail’s implementation director has insisted that contractors will not be forced to squeeze their margins as the project’s team strives to remain within its £15.9 billion budget.

David Bennett – the man responsible for ensuring the central section of the project is delivered on time and to budget – said that while the market was extremely competitive and cost was a significant factor in bids, it was not the only thing being considered.

He said: “We need to drive the budget down and we will. We are driving it down as far as is humanly possible, consistent with scope and value for money for the sponsors.

“What we’re interested in is getting the best overall bids for Crossrail and that doesn’t mean you’re looking for people to expose themselves commercially.

“You’re looking for the contractors who can bring the most value to Crossrail and who can deliver the job for us.”

“It’s absolutely in our interests that contractors take this on in the best possible way. There is no point in them coming in envisaging either that they’re not going to take any risk or that they’re going to take an awful lot of risk, because then they won’t be able to price it, resource it or manage it in the best interests of the programme.”

There has been some recent speculation in the industry that contractors would make little money on the project, due to its prestige, the dearth of other work available and the long-term nature of delivery.

But Mr Bennett said he found this hard to believe given the “very strong interest” that had been shown by construction companies so far.

Four international consortia – Costain/Skanska/Bilfinger Berger; Kier/Ferrovial/Bam Nuttall; Laing O’Rourke/Bouygues; and Balfour Beatty/Beton- und Monierbau/Morgan Est/ Vinci – are currently in the running for Crossrail’s major tunnelling packages, with a fifth team of Hochtief and Murphy also looking at opportunities.

Two of the project’s main tunnelling packages, C300 and C305, should be awarded in the second quarter of 2010. Procurement for the third major tunnel package, C310, is expected to begin around the same time.

Station platform and tunnelling packages for Tottenham Court Road and Bond Street stations, thought to be worth about £100m each, are also in procurement, as are similar jobs at Whitechapel and Liverpool Street with a combined total of £200m.

Mr Bennett said that Crossrail’s procurement regime was flexible enough to allow for one team to win large tranches of the work.

“If the big world player feels able to take on multiple packages, that’s something that can be considered, but there’s also room for the more conventional but still quite major players to come in and take packages appropriate to their expertise and their ability.”

He added that there would be enough work to filter through the supply chain given the specialist nature of some jobs on the project.

Mr Bennett said he understood the substantial costs firms faced in bidding for work and added that Crossrail was working to manage procurement efficiently, but said contractors who lost out would not have bid costs refunded.

The project’s scope freeze, known as Yellow Diamond day in Crossrail’s offices, is due on 30 November. But Mr Bennett said he preferred to call it a “control point” because change will still be possible thereafter.

He said: “It is colloquially a freeze, but a freeze in itself doesn’t mean things can’t change. What it means is you only change in a very controlled manner. “

Firms being forced out to make way for Crossrail denounced the compensation process as “appalling” today.

Companies in Dean Street, Soho, accused transport bosses of throwing them out without giving them sufficient cash to pay for the move.

More than 80 got only three months’ notice to vacate premises by tomorrow so a ticket hall for the £16 billion project can be built for Tottenham Court Road. Demolition is due to start in the new year. Most of the shops, pubs, restaurants and law, media and PR firms have already left, with retailers holding discount sales. Many have leases rather than own the freehold of buildings, and want their relocation costs reimbursed.

Today campaigners claimed Crossrail was “playing hardball”, offering a “fraction” of moving costs. Some firms are shutting permanently. Laura Carr, 27, manager of the Couch Bar, said: “It’s the end. I’ve been selling off furniture.”

Holly Hartley, 45, a co-owner of Short Films, said the estimated cost of moving was £32,000, adding: “Crossrail has offered us £1,000 but I’m not going to accept it.” A Crossrail spokesman said: “All claims are dealt with under the terms of the National Compensation Code and many are ongoing.” Landlords were offered 90 per cent of “assessed property value” and there is a helpline.

In reply to Jonb, I have supported Boris in promoting Crossrail because whatever decisions Boris takes on supporting or denouncing projects proposed by our previous mayor is the correct one. Ken supporting Crossrail was a mistake, because he was Ken, and Ken was a complete disaster. It’s a simple concept that I presume you are unable to grasp because you are not a fan of Boris.

Luke is very much alone in supporting Crossrail with the City. The rest of London does not want to bankroll the City banking failures unlike Boris and Ken and their parties. On top of this, the public are having to pay out most of the £16bn+ for a railway line that replicates the central line and destroys important residential areas and now small business areas of London unless that is you do not care for the social fabric of London. Crossrail is a financial, economic and environmental millstone for Londoners. It is odd that the City do not like paying for anything and yet they claim to be successful. Shambolic

And so thanks to Ken Livingstone’s support for this monstrous railway ploughing its way through central London which caught the imagination of the government, we now have a situation where the historical fabric of this city is being ripped apart all in the name of helping a few bankrupt City workers get to their surburbia a little bit quicker. The legacy of Crossrail and Livingstone continues to ruin lives long after he has gone.

If my memory serves me well Crossrail has ear marked a station ticket hall at Dean Street since the scheme began in the early 1990s. How anyone can say this is suprise is beyond me.

There is no “good time” for a CPO and I really feel sorry for owners who have to move out – (especially Spaccanapoli – I’ll miss your brilliant pizzas!) but businesses really should have started making plans when the scheme got its green light for parliament in July last year.

Crossrail is coming and about time too!

No to “Crossrail hole scam Big Business agenda…” Campaign has argued for 5 years and 10 months now [January 2004 – November 2009] that UK Gordon Brown HAD to show that he was competent in allocating huge sums of public money to projects that were not demonstrably viable sustainable productive or justified. Now, the BBC published a confessional of its own and said that financial regulation in the UK was not working [Radio 4, Today programme, Monday 16 November 2009]. CROSSRAIL AND TUBE REVAMP WOULD BOOST ECONOMY BY £24BN

Crossrail and overhaul of London’s tube would benefit the wider UK economy, says research

Building Crossrail and completing the modernisation of the tube will generate wider economic benefits for Britain in the order of £24bn additional GDP, new research has revealed.

The report by business organisation London First showed that without continued investment, Londoners would face increasingly impoverished travelling conditions on a daily basis.

This would include unreliability, slower journeys and much more overcrowding.
