So far, we have been discussing the fakery in the operations of Boris Johnson. We came to that after finding that the BBC’s over-hyped and increasingly tired NEWSNIGHT site was carrying an over the top promotion piece about Patience Wheatcroft. We posted a number of updates on Ms PW as we must refer to her in the twitter space. We have also been advising UK CON party man David ‘Dave’ Cameron. And before that we discussed the past 50- years or so of the Communist Party of Great Britain’s [=CPGB] daily, the Morning Star and showed why we call it the Morning Scar. .. We have since those posts, noticed that the Daily Mail has carried a piece against the allegedly extreme Leftists in Britain by-lined to that universally adored icon of tolerance, Melanie P. Ms P is entirely predictable and very confused. Also predictably. But the lashing that she gives to what she haphazardly calls extreme leftists leaves out the real culprits. We shall be looking fully at Melanie P in due course and post on what we find. We do not expect that we shall find much for democracy, let alone universal peace and tolerance in what Mel P delivers via the Daily Mail and the BBC.. Later that same evening, she spoke in the Tower Hamlets Council chamber to the motion she had tabled for ‘full council’ meeting, asking that the Council adopted the policy of Saying No to the Crossrail hole.. The contents of that motion, tabled formally in Ms Alexander’s name had  in effect echoed a key Khoodeelaar! Demand on Tower Hamlets Council to SAY NO to CrossRail hole plan.  Just over five weeks before that, on Sunday 22 January 2006 Louise Alexander had attended the big public  meeting held at the Brady centre where the Khoodeelaar! Demand on Tower Hamlets Council to Say No to Crossrail hole was unanimously agreed after Organiser Muhammad Haque had moved the motion at the meeting.

Tower Hamlets Councillor [until recently] Louise Alexander was one of those who listened to Vince Cable at his ‘celebrity’ appearance at a ‘local’ Lib Dems ‘do’ held at the Oxford House in Bethnal Green on 15 October 2009. Ms Alexander was one of over 15 people who put in written questions for Vince Cable to answer. Our researches show that her question was not really answered by Vince Cable at the event. It was probably ‘rejected’ by the ‘chair’ of the do, Malcolm Star*******, the current occupant in the shrinking chair still called “Editor” at the ‘East London Idiotiser’, who was hauled in to ‘boost’ the propaganda efforts on behalf of the ‘Lib Dems’. That was an abysmal failure. As we have been chronicling. Malcom Star******** rejected most questions. One he could not foresee the fallout from was the one that did contain a reference to Crossrail. Skills shortage to hit public projects

Published: November 6 2009 02:00 | Last updated: November 6 2009 02:00 Public projects worth £200bn – including the Olympic Games, Crossrail, defence infrastructure and ID cards – are at risk because the government lacks the commercial skills to deliver them, the public spending watchdog warned yesterday. The National Audit Office said there was “an even greater risk” to many other complex government projects where the shortage of skills among the people working on them had not even been systematically assessed. Each of the 43 schemes on the Treasury’s “major projects list” had a civil servant who was its senior responsible owner. But 44 per cent of those civil servants lacked any substantial commercial experience, the NAO said. The biggest skills gaps were in contract management, commissioning and managing advisers, risk identification and management – and plain old business acumen. While the government had tried to plug the gaps using temporary staff, consultants and specialist advisers, that was costly and could lead to a loss of knowledge when temporary staff moved on. The government has been attempting to boost its commercial skills since 1997, after repeated reports drew attention to the shortfall . While all big departments now had a commercial director, however, the 13 that provided information showed that more than a third of their spend was on temporary staff. The government was not even making the best use of the skills it had got, the NAO said. Departments lacked information on the expertise that was available and there was no formal mechanism for allocating expertise across government departments. The civil service culture of moving staff frequently within departments often meant that projects and individuals lost vital commercial experience. One important initiative has been to set up the Office of Government Commerce a decade ago to provide skills and guidance on best practice. But 14 of the 16 departmental commercial directors believed it had done little to address the skill gaps within their own departments, and the NAO judged that the OGC was having “limited impact”. That raised questions on how far its £1.5m-a-year budget was delivering value for money, the report added. Amyas Morse, head of the NAO, said “a great deal of money” rested on whether the government had the skills needed for complex projects at a time when it was ever more reliant on the private sector to deliver public services. Its recommendations incl-ude paying more for the right skills, in spite of public spending constraints; improving the use of skilled individuals across government; and getting the OGC to understand why departments are reluctant to take part in its initiatives. The NAO said the recent review of departments’ procurement cap abilities had been useful but the OGC lacked a performance management system to measure the success of its individual initiatives. 55 businesses ‘could go bust thanks to Crossrail’

CROSSRAIL is threatening the future of dozens of businesses which have until next week to find new premises before the bulldozers move in, it has been claimed.

A total of 55 businesses – including pubs, restaurants, law firms and PR companies – have been ordered to leave Soho, central London.

They claim they were given just three months notice of the November 13 quit date, despite plans for the western ticket hall for Tottenham Court Road station in Dean Street being on the table since 1990.

Councillor Chris Roberts: “Boroughs must not lose out financially as a result of having to collect the Mayor’s Community Infrastructure Levy”

Londoners could miss out on community improvements such as new health clinics or sports centres under the government’s proposals for a new planning levy – says London Councils.

Under the proposals, boroughs will have the option of introducing a Community Infrastructure Levy (CIL) – a charge that can be levied on developers to get them to pay for new improvements to a local area to help off-set the impact of a development on the community.

The levy could be used to pay for local infrastructure improvements, such as improved cycling links, or new community facilities such as sports centres.

However, the Mayor of London will also be able to collect an extra CIL on top of the local borough levy to pay for strategic transport improvements such as Crossrail.

The level at which the Mayor sets his element of CIL will affect how much a local borough can reasonably charge a developer for community improvements. If the Mayor’s element is set too high, local communities could miss out on much-needed facilities.

Under current proposals, the Mayor will not have to take the needs of boroughs into consideration when setting the levels for his part of the levy.

London Councils is a keen supporter of Crossrail but wants to develop a way forward where the Mayor and individual boroughs can work together to provide Londoners with the maximum benefit from CIL.

The organisation has suggested that each individual borough should be allowed to set their local CIL at a level appropriate to the needs of their community. Once this is set, the Mayor should tailor his own element of the levy to be viable in each borough – taking account of both local and strategic needs.

London Councils has also suggested that the Mayor’s levy be limited to fund Crossrail in the first instance, until the £300m contribution required for the railway has been raised.

Under current plans, boroughs will also be required to collect the levy on behalf of the Mayor – regardless of whether they choose to implement the charge themselves.

London Councils is calling for assurances that boroughs will not be left out of pocket by spending money on administration, monitoring and enforcement in order to collect the Mayor’s charge

London Councils’ Executive Member for Planning, Councillor Chris Roberts said: “Boroughs must not lose out financially as a result of having to collect the Mayor’s CIL and we urge the Mayor to work with alongside them to ensure the maximum benefit for all Londoners.

“We are big supporters of Crossrail and hope that creating a joint framework will enable people in the capital to reap the benefits of Crossrail as well as receive vital improvements to their local areas”.
